Module 1: Strategy and Governance

Module One
Learning Objectives

At the end of Module 1, you should be able to:

  1. Understand the concepts of strategy, value and governance in the public sector.
  2. Determine links between public sector value and the organisations in which it is created and delivered.
  3. Identify the various levels of strategy and the concept of a ‘strategy system’ within an organisation.
  4. Identify business drivers that are of particular importance in your context.
  5. Distinguish the overall strategy ‘system’ within your agency.
  6. Critically analyse a set of governance definitions, principles and structures in the light of your public sector experiences.

 

Module 1 examines the general concept of organisational value, and more specifically value in the context of government and the non-profit world. To deliver value, strategies are developed and enacted. Here the focus is on strategy in your context, and how to ‘deliver’ strategic outcomes and public value while operating within the governance guidelines of the public sector.

  • Topic 3: Business drivers and their impact on delivering public value
  • Topic 4: Business and Strategy Model Evaluation
  • Topic 5: The Importance of Governance and Compliance in the Public Sector

This module establishes the nature and role of strategy, the meaning and importance of public sector value, how ‘alignment’ enables outcomes, understanding drivers in the operating environment, the usefulness of business models (the way that the organisation delivers value), and why governance is critical to government operations at every level.
