TOPIC 4.1: Responsive Government

Stewart (2009)[1] explores the value conflicts between strategy formation and public management. She distinguishes between policy, organisational and managerial strategy as follows:

  • policy strategy – the agency delivering on the government agenda
  • organisational strategy – the agency position relative to the needs of stakeholders
  • managerial strategy as the deployment of resources.

A dynamic tension exists within the system of government between policy (serving the minister), organisational (serving the stakeholders) and managerial strategy (allocating resources).
